Can I run Airbnb in Tokyo?
Yes. Under the Minpaku Shinpou (民泊新法) in force since 2018, you can legally rent a residential property for up to 180 days per year. Most Tokyo wards add stricter local ordinances on top of that 180-day national ceiling. Effective annual day counts range from 0 (Chiyoda) to 180 (Kita, Adachi, Itabashi). What is the 180-day Minpaku law?
The 住宅宿泊事業法 (Housing Accommodation Business Act, June 2018) lets a residential property operate as paid short-term accommodation for up to 180 days per calendar year, provided the owner registers with the local 保健所 and meets fire safety, neighbor notification, and guest-record requirements. The 180-day cap is national; wards can restrict further but cannot relax.
Which Tokyo ward is best for short-term rental?
Among the 23 wards, Kita, Adachi, Itabashi, Arakawa and Nakano allow the full 180 days with no additional ordinance. Ota offers a unique 365-day Special Zone Minpaku (国家戦略特区) with a 2-night minimum. Toshima caps at ~120 days from Dec 2026 (retroactive), Chiyoda is effectively prohibited, and Chuo restricts the entire ward to weekends only.
Does my building's management association allow Minpaku?
Even when the ward allows it, the building's 管理規約 (management agreement) often prohibits Minpaku independently. Around 60-70% of Tokyo condo buildings explicitly forbid short-term rental in their bylaws. Always check the management association rules in writing before purchase if Minpaku revenue is part of your investment thesis.
Do I need to live in Japan to register a Minpaku?
No. Non-residents can register and operate through a Japan-resident manager (家主不在型). The manager is registered with the 保健所 and is the legal point of contact. Most foreign owners use a licensed property management company that bundles the manager role and the operational duties.
